Time tracking under the Labour Code — what art. 119 says

Art. 119 of the Romanian Labour Code (Codul Muncii) requires the employer to keep a daily record of hours worked by each employee. Labour Inspectorate (ITM) checks verify the accuracy of the timesheet and its consistency with the employment contract (CIM) and the payslip. 4softhr automatically generates the working-time register in the format accepted by the Labour Inspectorate, electronically signed and archived for 5 years as required by law. At inspection, you export the register in seconds — no searching through physical archives.

Online leave: from request to approval in under 5 minutes

The employee submits the leave request from the app or mobile; the manager gets a push notification and approves or rejects it with a single tap. If the manager doesn't act within 24h, the request is automatically escalated to the HR manager or director. The paid-leave balance updates immediately; the team calendar reflects planned absences and warns if the team drops below the minimum staffing threshold. Medical leave (medical certificate) is entered by HR with the start date; the system automatically calculates the allowance from the average of the last 6 months and generates the D208 declaration for FNUASS.

The finalised month-end timesheet feeds directly into the payroll module: normal hours, overtime, bonuses, deducted leave days — all pre-calculated, no re-entry. Limitations & considerations

Migrating historical timesheets from Excel takes 1–2 business days at onboarding.
The final payroll calculation (deductions, contributions) stays with the payroll software or accountant — 4softhr hands over the hours, it does not issue the payslip.
GPS confirmation requires the employee to grant location permission on their phone.

Frequently asked questions

What happens if an employee forgets to clock in?

The manager or HR can edit the timesheet with an audit note. Every change is logged (user, timestamp, previous value) for ITM traceability.

Can I manage multiple work locations?

Yes. Each location has its own shift calendar and default schedule. Employees can work at different locations within the same month — the monthly report consolidates everything.

How are night bonuses calculated?

Automatically, per the employee's employment contract (a fixed percentage bonus or amount) and the configured time interval (22:00–06:00 by default, per the Labour Code). Changes propagate retroactively on request.

Is the ITM export validated by the Labour Inspectorate?

The exported format follows the structure required by ITM (Annex 1A to Government Decision 905/2017). It does not replace the general employee register (Revisal) — that is managed separately through the Revisal & REGES-ONLINE module.

How do we migrate from Excel timesheets?

At onboarding we import the employee structure and, optionally, the historical timesheet from Excel (standard format or 4softhr template). Full migration takes 1–2 business days.
